I think that’s one way of interpreting the events depicted in this video. If you watch it again with the sound turned down, it seems a little different.
I see a busy lane choco with traffic. What it’s doing down there the video cannot explain. I see cars parked on one side. A car decides to get into the slot as we’re reduced to one lane now. Some finger wagger rides up on a bike and imposes himself on the situation. His body languange is aggressive. There is no space on the road no matter what way you dice it. The driver is intimidated and panicky.
Road Rage against the machines. None of this helps anybody.

Compare this to the situation in Dublin where a car-driving member of parilament was in a hate-filled outburst about cyclists in “his” city this week.
